It has been said that in1899, Amine Bey Torbey who was then member of the Administrative Council of Lebanon, convinced the later to issue a decree proclaiming the establishment of a municipality in Zgharta-Ehden. But there are some sources that relate the first municipality to 1889 because in that year the slaughter house was built in Z gharta. Although this may be true but the names of those who were members in the municipal councils before 1900 are still unknown. There were five municipal councils from 1900 to 1916, the year the Turks suspended any municipal activity till the year 1919. The municipal councils members were as follows:
1rst council: Khalil Hanna Mawad, Khalil Habib Rizk Karam, Sleiman Ghnatios Frangie, Assad Boulos Makari, Boulos Moussa Saadeh, Sleiman Youssef Bacha, Mikhaiil Youssef Soutou, Romanos Khoury Gerges Yammine, Mikhaiil Badawi Kousa.
2nd council: Youssef Ghnatios Frangie, Karam Francis Karam, Boulos Semaan Boulos Makari, Antonios Issa Tresia, Khalil Mikhaiil Zakhia, Boulos Moussa Saadeh, Semann Youssef Naghlish Karam, Youssef Tannous Duwayhi.
3rd council: Assaad Tannous Duwayhi, Kabalan Sleiman Frangie, Boutros Bechara Karam, Sarkis Khoury Mansour Mawad, Khazen Antonios Tresia, Michel Romanos Dahdah, Youssef Khoury Wakim Yammine, Boutros Antonios Yammine.
4rth council: Boulos Lahoud Frangie, Semaan Assaad Boulos, Boutros Youssef Bacha, Joseph Khoury Boutros Saadeh, Salim Semaan Karam, Salim Badawi Abou-Dib, Boutros Romanos Yammine, Nassif Mikhaiil Kousa.
5th council: Antoun Yaacoub Duwayhi, Sarkis Youssef Zaatar, Saiid Khalil Mawad, Boutros Semaan Karam, Romanos Youssef Ghnatios Frangie, Gerges Antonios Yammine, Romanos Elias Gitani.
